Abstract

Thirty-five years after Pelé took the occasion of his 1,000th goal to say that we should think more about children, few would disagree that basic education should be a priority for governments. It is a near-universal point of agreement in political speeches during election campaigns. But, as we know, there is a long distance between political discourse and effective action. This raises the question: in our city of Rio de Janeiro, who is truly prioritizing free and public basic education?
