Abstract

Recent studies and debates have pointed to the persistence of inequality in the State of Rio de Janeiro, with its rate of reduction in recent years lagging behind other states in the Southeast and Brazil as a whole. This persistence manifests in different forms and intensities across the territory when considering the non-metropolitan areas of the state, the periphery of the Metropolitan Region, and the Capital, the latter being the leader in inequality. This study addresses one aspect of inequality in the city of Rio de Janeiro, which is the strong presence of an age group marked by difficulty or inability to access the educational system and the labor market at a crucial moment in their life trajectories: the so-called "ni-ni" (neither-nor) young people, aged 15 to 24, who neither study, work, nor seek employment.
