Abstract
The consolidation of the principles and guidelines of the SUS (Unified Health System) and, consequently, the right to health itself, in a universal and comprehensive manner, implies a holistic view of the system, particularly, but not exclusively, among professionals in the field. Health actions and services cannot be seen in isolation; they foresee professional interventions at all levels of the system and must be in continuous communication, meaning that they should implement the referral and counter-referral channels to address the real health needs of the population.
