Abstract
The degradation of the city of Rio de Janeiro and the lack of public investments led the City Hall to face the challenge of reversing the situation by improving urban infrastructure and living conditions in favelas, which had existed for more than a century. The idea was to integrate these communities into the formal city. With the creation of the Municipal Housing Secretariat in 1994, and building on the experience of the Paid Mutirão, which carried out infrastructure works in poor communities, a partnership was proposed to the Inter-American Development Bank (IDB) to finance the Favela-Bairro Project alongside the City Hall of Rio de Janeiro.
